Clean and normalise 400,000 customs declaration rows

Four years of declaration extracts from three different national systems, each with its own column names, date formats and entity spellings. We need one normalised table with a documented transformation log.
The entity resolution is the hard part: the same consignee appears eleven different ways across the three sources. We need them collapsed correctly and we need to be able to audit how.
